Worcester Acute Hospitals Trust Digital Strategy and EPR Business Case

SITUATION

The Trust required:

  • 5-year Digital Strategy to support innovative and transformative clinical models reflecting best practice in healthcare delivery
  • Digital Strategy Implementation
  • FBC and procurement for EPR solution
  • FBC support for an EPMA

BPG SOLUTION

We produced a Digital Strategy that included:

  • Wider benefits modelling including National/STP/health economy and Trust requirements (including Clinical Strategy, Quality Improvement Strategy, 4ward Plan etc)
  • Assessment of options and recommendation for a single delivery approach
  • ‘Ballpark’ financials
  • Roadmap outlining key milestones
  • Governance design for Digital Strategy implementation.

Partnership working across the STP formed an integral part of the strategy.

Following the acceptance of the strategy, our lead Healthcare Expert continued as the Digital Lead for the strategy implementation, which involved setting up the governance, developing the FBC and procurement for the EPR, through to contract award. Development of the FBC using the 5-case model involved:

  • Stakeholder engagement (medical, clinical, technical, operational, executive and frontline staff) to gather requirements and evidence user cases, understanding culture-change impacts
  • Benefits modelling/analysis: Engaging senior Trust clinicians and managers to identify/agree/evaluate each benefit
  • Target Cost Modelling (TCM) & negotiation positioning for each cost to achieve TCM
  • Costs/savings evaluations (licence, infrastructure, deployment and support)
  • Update of FBC with procurement outcome.

Stakeholder engagement was key to the successful development/implementation of the digital strategy and EPR system ensuring support from frontline staff for organisation objectives.

Having provided advice on an EPMA funding bid, we were asked to step-in and completely redevelop the EPMA FBC within 3 weeks. We flexed our resource to accommodate this work, engaging stakeholders and successfully delivering the required outcomes on time. Our agile approach builds flexibility with minimal programme overheads (a clinical safety wrap and escalation route) allowing ‘test-fail-learn’ innovation to drive rapid delivery of required outcomes.

RESULTS

We worked collaborative with Trust staff, including upskilling of project staff, and knowledge transfer in relation to processes and decision making.
